માણિકચંદ (RMD) ગુટકાના માલિક-પ્રણેતા રસિકલાલ ધારીવાલ સાહેબનું કેન્સરને લીધે નિધન થયું છે.

શોકસમયે સદગત માટે ઘસાતું બોલવું એ વિવેક કે મોતનો મલાજો નથી. પણ સદગત વધુ જીવ્યા હોત ને એમનું દુર્જનો માટેનું "સર્જન" યાને એમની પ્રોડક્ટ ગુટકા નર્કસ્થ થઇ હોત, તો અંગત રીતે આનંદ થાત. તદ્દન ઝેરી અને પૃથ્વીનું સૌથી વિનાશકારી વ્યસન હોય તો એ ગુટકા છે. હું દ્રઢપણે માનું છું કે માવાફાકી ચોળવાનું ને ગંદા ગુટકા ભચડવાનું વ્યસન ભારતમાં સૌથી વધુ ગુજરાતમાં છે ! એનું એક પ્રમુખ કારણ ગુજરાતની દંભી દારૂબંધી પણ છે. સમગ્ર સમાજ આદર્શ મુજબ જીવી નથી શકતો ને ઇઝી ઈન્સ્ટન્ટ 'કિક' માટે અમુક બંધાણીઓ શરાબ ન મળતા ગુટકાપ્રેમી થતા ગયા ને પછી તો ખિસ્સામાં લઇ ફરવું ને મનફાવે ત્યાં ચાવવું થૂંકવું આસાન હોઈને ગુટકાનો વ્યાપ વધતો ગયો.


ધરતીના પટ પર સૌથી વધુ મોઢાના કેન્સર સૌરાષ્ટ્રમાં છે. ગંધાતા સડેલા દાંત તો રોજીંદા છે. દારૂબંધીની માફક જ ગુટકાબંધી નર્યું નાટક છે. દારૂબંધીએ જેમ ભ્રષ્ટાચાર પેદા કર્યો ( બાકી ગુજરાતમાં પેટ્રોલ પાણીના ભાવે વેંચાઈ શકે, પણ એ વિષયાંતર થશે) એમ કહેવાતી ગુટકાબંધીએ ઉલટો કંપનીનો નફો વધારી દીધો. તગડા ડિસ્ટ્રીબ્યુશન નેટવર્ક માટે ય માણિકચંદની નોન્ધ લેવી પડે. આપણી સેટિંગબાજ જુગાડુ પ્રજાએ રાબેતા મુજબ નુસખા શોધી લીધા ને કાશ્મીર કે સ્પેનના કેસર કરતા ય મોંઘા ગુટકા રોજ ચાવી જતા કહેવાતા ગરીબોને એની શરમ તો શું સાનભાન નથી. બાકી ગ્રામના હિસાબે ભાવ કિલોમાં ફેરવી જોજો.સરકાર ધારે તો ઉત્પાદન પર પ્રતિબંધ મૂકી શકે, પણ એવું કોઈ સરકાર ધારે નહિ. ટેક્સની આવક દુર્ગુણોમાંથી થાય. બધા ગાંધી થઇ જાય તો બજેટ સાવ ભાંગી પડે. ને પબ્લિક ડિમાન્ડ હોય એ પ્રોડક્ટ પર બેન શક્ય જ નથી. ઉલટું વધુ ક્રાઈમ થાય. આમ પણ, કોને શું ખાવું ને શું પીવું એ માટેના સરકારી નિયમો જ હાસ્યાસ્પદ છે. પણ શું સારું ને શું ખરાબ એની જાણકારી શેર કરી શકાય. કારણ કે કોઈ પણ વળગણ કોઈના કહેવાથી કદી છૂટે નહીં, અંદરથી ઉગે તો જ છૂટે. બાકી ધુમ્રપાનની જાહેરાતના સમયમાં થીએટર બહાર જઈ બે કશ લગાવી લેવાવાળા મળી આવે !

પણ ગુટકા - માવાનો સીધો સંબંધ અ-સ્વચ્છ ભારત સાથે ય છે. સાદા પાનનો રસ ઘૂંટડે ને ઘૂંટડે ગળે ઉતારવાનો હોય. પણ તમાકુવાળા પાન-ફાકી કે ગુટકાનો રસ સતત થૂંકવો પડે. માટે ગંદકી વધતી જાય. માતા પર ન થૂંકો પણ માતૃભૂમિ પર રોજ થૂંકવાનું ! એટલે ગુટકામુક્ત દેશો ખાસ્સા સ્વચ્છ જોવા મળે ! એ દેશોના પબ્લિક ટોયલેટના બેઝિન પણ ! આપણે ત્યાં તો સ્કૂલ-કોલેજના સ્ટાફ રૂમની મુતરડી ચેક કરો તો ઘણા ગુરુવર્યોનું 'કેરેક્ટર સર્ટીફિકેટ' મળી આવશે ! આમ પણ ભારતીયો જગતભરમાં તમાકુ માટે કુખ્યાત છે. જ્યાં જયાં વસે એક ગુજરાતી ત્યાં સદાકાળ ગુટકા ! આમ પણ, બીજા વ્યસનો તો યુગો જુના કે પ્રાકૃતિક ગણો, તો આ ગુટકા ભસ્માસુર તો સાવ તાજો છે.
અગાઉ પણ સ્વાનુભવે લખી ચુક્યો છું એમ જાગવા માટે કે કામ કરવા માટે ગુટકા ચાવવા પડે એ તો માત્ર મનોબળનો અભાવ છે. જરૂરીયાત હરગીઝ નહીં. સંપૂર્ણ નિર્વ્યસની તરીકે આ હું છાતી ઠોકીને કહી શકું. પણ બીજી વાત એ ય છે કે ઘડી ઘડી અશ્લીલતાના નામે કે ચાઈનીઝ પ્રોડક્ટના નામે ઈન્ટરનેટ પર વાંઝિયા બહિષ્કાર પર ઉતરી જનારા કે સૈનિકોના નામે દેશભક્તિ પર ઓવારી જનારા લોકો જો ધ્યાનથી સમાચાર વાંચે તો ખબર પડે કે ગુટકા નેટવર્કનું ડાયરેક્ટ કનેક્શન અન્ડરવર્લ્ડ ને પાકિસ્તાનપ્રેરિત ત્રાસવાદ સાથે છે. થોડા સમય પહેલા જામનગરમાં એક હત્યાની અપાયેલી સુપારી વખતના ગાજેલા ને પછી તરત જ હેડલાઈનમાંથી ગાયબ થયેલા સમાચારો યાદ હોય તો એ દેખીતો પુરાવો છે.
એની વે, પણ ધર્મસ્થળ પાલિતાણામાં સંસ્કૃતિના નામે જીન્સ પહેરતી છોકરીઓ પર અમુક જગ્યાએ સુચના સાથે રોક હોય પણ શેઠશ્રી ધારીવાલના માણિકચંદ નામ સાથેના ગુટકાની કાળી કમાણીના દાનવાળા ભવ્ય દરવાજા શોભતા હોય - એ ત્યાગની વાતો કરતા આપણા રાષ્ટ્રમાં પૈસો કેવો પરમેશ્વર છે એ બાબતે વધુ કશું કહેવાની જરૂર નથી. માટે શેઠશ્રી ધારીવાલસાહેબના આત્માને શાંતિ , સદ્ગતિ માટે પ્રાર્થના.

હવે લુચ્ચે લોગ, નીચી પસંદ વાળા ગુટકાના પણ આનંદમય જીવનમાંથી અંતિમસંસ્કાર થાય એ અભ્યર્થના.

ISSUES PERTAINING TO ALLOTMENT OF LAND

Making the land available in time for industrial use at a reasonable and competitive price without any hassle is the main concern of every investor to ensure that the project goes on stream without undue delay and the policy therefore has rightly given due weightage to this issue. The important issues involved are: easy availability of private land/Government land, clearing of NA permission, land acquisition and evaluation of land. Keeping in view the objective to promote industrialization in Gujarat, the Revenue Dept has so far taken following steps vide different GRs to facilitate allocation of land to industries.


(a) A provision of Deemed NA has been made which allows a bonafide industrialist to acquire agricultural land and commence activity without prior NA permission, as per the provisions under Sections 63 & 65 (as amended) of Land Acquisition Act. At the executive level of local administration as well as for the knowledge of industries, this provision will be reiterated.
(b) Land under restricted tenure is now easily convertible to old tenure for industrial purposes.
(c) Section 63AA of Gujarat Tenency Act which came into effect from 6th March 77 enables a bonafide industrialist to possess agricultural land for setting up industrial undertaking without prior approval of the District Collector.
(d) For valuation of Government land, the value upto Rs.50 lakhs is decided by the District Level Pricing Committee. In case of value exceeding Rs.50 lakhs is decided by the State Level Pricing Committee. This mechanism facilitates appropriate and quick evaluation of land.
(e) As regards land acquisition, urgency clause is also invoked in deserving cases of public or private limited companies to facilitate quicker possession of land for industrial purposes.


The Government however, proposes further simplification in these matters.

The State acknowledges this fact that given the position of strength it enjoys, complacency should not be permitted to set in and that the current position has to be leveraged to a level wherein the industries of Gujarat can successfully compete against their counterparts elsewhere in the world by benchmarking with the erstwhile Asian Tiger Economies. The Government of Gujarat thus proposes to achieve an average annual industrial growth rate of 15%+ on a sustained basis to fulfill the overall economic growth target of 10.2% set by the Government of India.

In the backdrop of this situation, the Government of Gujarat has decided to bring out the New Industrial Policy by spelling out its strategies keeping in mind the requirements of the present-day industries to not only strengthen its industrial base but also consolidate the gains achieved all these years in the interest of overall economic development of the state. The state is now determined to lead the rest of the country by emerging as a Model Industrialized State in Asia.
